Hereby the two FairTax researchers stressed the potential of certain sustainability-oriented candidates for tax-based own resources to establish a link between the EU system of own resources and central EU objectives as anchored in the Europe 2020 strategy aiming at smart, inclusive and sustainable growth, or in the EU sustainable development agenda. Potential tax-based own resources which may strengthen sustainability-orientation of the EU system of own resources and contribute to closing existing sustainability gaps in European tax regimes are a carbon-based flight ticket tax, a financial transactions tax, or the C(C)CTB.
The HLGOR includes representatives of the European Commission, the European Parliament, and the European Council and was established in February 2014 to reflect on finding more transparent, simple, fair and democratically accountable ways to finance the EU budget. The Group will deliver its final recommendations by the end of 2016, and the European Commission will then assess whether new legislative initiatives to amend the EU system of own resources are appropriate.
