SI Baltic Sea and Eastern Partnership Programme
The call targets actors in Sweden and their cooperation partners in countries of the Baltic Sea region and the EU’s Eastern Partnership who wish to apply for funding for projects aimed at enhanced capacity, increased competence, network-building, development of methods, and policy-relevant learning.

Open for applications until 19 MayThe SI Baltic Sea and Eastern Partnership Programme has two geographical strands, enabling cooperation between EU member states around the Baltic Sea and Norway, as well as cooperation between Sweden and the countries of the EU’s Eastern Partnership.
The programme replaces the previous project funding programmes: SI Baltic Sea Neighbourhood Programme (BSNP), SI Creative Partnership Programme (CPP) for the Eastern Partnership, and the training and leadership programmes SI Academy for Young Professionals (SAYP) and SI Leader Lab.
Which countries are included?
The programme has two geographical strands:
- The strand for the EU’s Eastern Partnership includes cooperation between a Swedish actor and actors in Armenia, Azerbaijan*, Belarus*, Georgia*, Moldova, and Ukraine. Both bilateral and multilateral projects are possible. Azerbaijan and Ukraine may only participate in multilateral cooperation.
- The strand strengthened cooperation in the Baltic Sea region includes cooperation between Denmark, Estonia, Finland, Latvia, Lithuania, Norway, Poland, Sweden, and Germany. The cooperation may also include Moldova and Ukraine. Only multilateral projects are possible.

* Please note that applications involving Azerbaijan, Belarus and/or Georgia may not include actors that are part of, controlled by, or financed by the state, such as public authorities, public institutions or state-owned or state-controlled companies. Applications involving Belarusian participation require special handling. Please refer to the instructions concerning the EU’s Eastern Partnership
Types of grants
The programme includes three types of grants.
Seed funding
Seed funding is intended to lay the foundation for future cooperation.
Amount: SEK 200,000–500,000
Project duration: 6–12 months
Cooperation projects
Cooperation projects are larger initiatives intended to deepen and further develop cooperation.
Amount: SEK 700,000–2,000,000
Project duration: 12–18 months
Training programmes
Training programmes are coherent initiatives implemented by two or several organisers for a defined group of participants in the programme countries. (Only for applications within the EU Eastern Partnership strand.)
Amount: SEK 1,000,000–3,000,000
Project duration: 12–18 months
Thematic focus
Projects and training programmes within the Eastern Partnership strand must contribute to strengthened democratic development, increased respect for human rights and the rule of law, and enhanced gender equality in the programme countries.
Projects within the Baltic Sea region strand must focus on shared societal challenges and opportunities in line with the EU Strategy for the Baltic Sea Region and its overarching objectives: Save the Sea, Connect the Region, and Increase Prosperity.
