Horizontal criteria

Horizontal criteria, such as sustainability, equal opportunity and non-discrimination, and gender equality, permeate many aspects and elements of society. By thinking about and actively working with horizontal criteria, you can strengthen the potential of your project idea, develop better and more useful solutions and have more positive impacts. In some cases, the project itself may target under-represented groups or be based on one or more horizontal criteria.

A simple SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) early in the project-planning process can identify the strengths and weaknesses, opportunities and threats associated with the project.

The 4R method provides insight into the organisation’s circumstances

The 4R method allows you to map your organisation’s gender and resource distribution, analyse basic values and propose measures to make the project more gender equal.

4R stands for:

Representation - how are different groups represented in the project
Resources - how are resources distributed between different groups
Reasons - why do representation and resources look the way they do
Realisation - what and how should the project achieve, if possible
