Research project Governance has been researched and described on the national level. Considerably less is known about governance in local education administrations in Swedish municipalities. Moreover, what is known about local education officers varies.

The aim of the dissertation is to study if the presence, or absence, of middle managers affect local school governance. I.e. the aim is to study whether this specific group of local education officers facilitate or hamper administrative efficiency and in what way.

The positions of chief education officer and head teacher are regulated in the Education Act but the position middle manager is not regulated. Generally, little is known about the position.

In light of this, the aim of the dissertation is to study if the presence, or absence, of middle managers affect local school governance. I.e. the aim is to study whether this specific group of local education officers facilitate or hamper administrative efficiency and in what way.
